When is the heavy tourist season in Puerto Rico?

When I visited, there seemed to be a lot of tourist facilities where no tourists could be found, and a lot of attractions that were not open. When would there be a lot of people and activity?

Heavy tourist season is Christmas and Summer. Xmas because there is a lot of people trying to get away from the cold weather and Summer because kids are away from school. But everything stays open year round and you'll be able to find at least a few tourist year round too.
